Players may only roll for an item AFTER they announce their interest in the item by entering !need in raid chat. Rolls that occur before that player has !need'd WILL NOT COUNT.
Members were rolling to see what they got, and then withholding their !needs if they lost, making it so that they weren't technically contending the item.
